(a) Development of plans, Rolling, Medium and Perspective plans in the Office of the Secretary to the Government of the Federation;
(b) Monitoring and Evaluation of Plan implementation;
(c) Research into all the sectors over which the Office has jurisdiction;
(d) Research into the internal organization and operational modalities of the SGF's Office;
(e) Monitoring of performance and efficiency targets set for the various sub-divisions and staff of the Office;
(f) Constant collection and processing of data and statistics relating to the Office;
(g) Processing application for foreign travels for public officers;
(h) Compiling data in conjunction with the Federal Ministry of Finance indicating the quantum of out flow of foreign exchange from various Agencies of Government arising from foreign travels by public officers;
(i) Management of the Office's records and information resources (Data Bank, Computer Services and Library etc);
(j) Secretariat to the Ministerial Tenders Board;
(k) Liaison with relevant bodies outside the Office of the SGF
CLIENTS OF THE DEPARTMENT
The clients are essentially other Departments in OSGF, the various Federal Government Ministries, Extra-Ministerial Departments, Agencies, Parastatals, Political Office holders (Special Advisers, Senior Special Assistants, Special Assistants and Personal Assistants to Mr. President as well as the Vice President), the public and registered Government contractors, particularly those who are registered with OSGF.
(a) Timely processing of applications for approval to undertake official trips and medical treatment abroad;
(b) Ensuring transparent and open-competitiveness in the award of contracts;
(c) Follow-up requests for input regarding official assignments from relevant Ministries/Departments and where necessary, telephone calls are made to clarify areas of doubt;
(d) Provision of access to the activities of the Department through the Web-site of the Office; and
(e) Setting, up of performance and efficiency targets for all scheduled Officers in the Department.
(a) The failure of Ministries/Agencies to comply with the requirement that applications for overseas trips must he submitted three (3) weeks before departure;
(b) Failure of Ministries/Agencies to comply with the number of delegates for some Conferences as provided for in the extant circular; and
(c) Failure of Ministries/ Agencies to attach relevant documents that will facilitate the processing of their applications.
